Administration

  • Council Branch has matters connected with:

      • Resignation and removal of members.

      • No confidence motion against Chairman / Vice-Chairman.

    • The conduct of business of the Council and its committees.

      • Note for Council, agenda, minutes, resolution etc.

      • Oath forms, declarations of assets etc.

      • Honoraria and privileges for Chairman, Vice Chairman, and Councilors.

      • Organization, coordination and supervision of panchayats including provisions of furniture, stationary etc.

  • Establishment Branch connected matters are:

    • The government officers on deputation to DMC and members of the Sindh Councils Unified Grades.

    • Recruitment terms and conditions rights, interest of the disciplinary proceedings against the servants of the DMC.

    • Honoraria, premature increment, awards and sanads(certificates).

    • Central receipts & dispatch section.

    General Branch deals with:

    • General coordination among departments.

    • Allocation of official accommodation / vehicles.

    • Central receipt & dispatch section.

  • Confidential Branch is involded in:

    • A.C.R.’s, special reports, declaration of assets.
    • Reports of inspection of Chairman anti-corruption department, inquiry officer, inspecting officer or inspecting team, accounts committee, local fund audit department, and internal DMC audit department etc.
    • Monthly review reports on the working of various departments.

Law

  • Law Branch
    • Conduct of litigation for and against DMC.
    • Appeals.
    • Advice to the departments on legal matters including interpretation of laws and rules and orders having the force of law.
    • Matters connected with appointment of special councils for conducting DMC important cases.
    • Agreements of all kind of legal instruments.
  • Inquiry Branch
    • Investigation into cases of corruption, malpractice, defalcation, misappropriation, and misconduct of major nature.
    • Guide the departments/offices to conduct inquiry of offenses of minor nature as per inquiry procedure.

Engineering

  • Construction and maintenance of :
    • District roads/streets except metropolitan roads.
    • Footpaths
    • District buildings, markets, projects etc.
    • Latrines, urinals and dustbins.
    • Internal sewerage system and surface drains, including cleaning of drains.
  • Improvement and maintenance of :
    • District street lighting.
    • Electrical system of District buildings.
    • District vehicles.
  • Assist the store department in the purchase of :
    • Various mechanical equipment, apparatus for gardens & playgrounds, tree guards, implements of health department.
    • All mechanical, electrical, air-conditioning equipment, plants and machinery etc.
  • Naming of District roads and streets.
  • District watch and ward squad.
  • Removal of encroachments, building material obstructions, projections, stall boards, weather frames, overhanging and steps, cupboards, showcases and shutters.
  • Maintenance of District property registers.
  • Policy and coordination between road cutting agencies like telephones, KESC, KW&SB.
  • Telecommunication system / telephones.

Medical

  • DMC West is running 16 dispensaries and 4 maternity homes.
  • Number of regular doctors: 13
  • Number of honorary doctors: 12
  • Number of patients: 6000 per month.
  • Provision and Maintenance of:
    • District Hospitals and Maternity Homes of Less than 50 beds.
    • Dispensaries including unani and Homeopathic.

  • Management and custody of funds.

  • Raising of loans for capital works and maintenance of sinking funds accounts repayment and payment of interest thereon.

  • Grants and loans from KMC, Federal and provincial Government other agencies.
  • Investment of surplus funds, collection of interest on deposits, withdrawal of deposit.
  • Miscelleneous Finacial matters:
  • Emoluments, provident fund, pension Group insurance.
  • Loans and advances to DMC employees
  • Assistance & advice to Heads of Dept./offices in financial matters
  • Scrutiny of the cases and matters, particularly the financial implication, in the light of relevant rules and administrative instructions in force and giving advice concurrence to the head of deptartment and offices for sanction in works.
  • Realization and credit of all charges and fee that include: tenders; quotations; enlistment as contractors or suppliers; renewal of enlistment; grant of renewal of licenses; and all other charges, fees, fines, forfeitures, grants; and other items of the DMC revenues, and to maintain records and accounts thereof.
    • Budget formulation and control:
      • Formulation of budget.
      • Enforcement and control of budget.
      • Communication of financial sanctions.
      • Examination of schemes/proposals of new expenditure.
      • Framing of procedures/policy etc. for guidance of various departments.
    • Vigilance:
      • Guidance and assistance to the staff of various departments in accounts & financial matters.
      • Disposal of final claims of employees debits, adjustments, outstanding audit notes, clearance of personal advances and provisional payments, recovery of arrears, submission of revenue and deposits returns, disposal of complaints, collection of urgent reports.
    • Audit:
      • Continuous internal audit of all financial transactions.
      • Fixation of pay, pension, gratuity and computation of pension, and leave cases.
      • Verification of refund claims.
      • Physical verification of stores.
      • Checking of records of collection of taxes, fees, rents, charges etc.
      • Detection of misappropriation/defalcation and bringing it to the notice of the District Municipal Commissioner.
      • Checking the record of execution of works and payments made.
      • Disposal of audit objections/reports and sending replies in annotated forms to local fund audit/accounts committee/council.
    • Scrutiny of all kinds of bills including salaries bills which the heads of departments are authorized to pass.
    • Maintenance of impress account and proper account of advance drawn/purchase made or any other kind of financial transaction.
    • Maintenance of proper record of advances provisional payments and getting the advances/provisional payments cleared.

    Parks and Recreation

    The DMC West is maintaining 148 parks and play grounds including 20 children corners.

    • Planning, development and maintenance of works except Civil, Mechanical and electrical of :
      • District parks and playgrounds.
      • Other recreational centers staff house, hospitals, and greenery of DMC. Head office.
      • Plantation of trees and improvement of landscape and greenery of district roads and streets.
      • District nurseries.
      • Small zoo
      • Promotion of games, sports and physical culture.
    • Flower shows, garden competitions other than those held by KMC.
    • Naming of parks and playgrounds, NOC for conversion of use of open spaces and removal of trees/greenery.
    • Ownership of DMC parks, playgrounds open spaces, greenery and plantation.
    • Levy and collection of fees and charges.
    • Policies rules, by laws, procedure regarding use of parks and playground, open spaces, plantation, and recreations.

    Store and Purchase

    • Planning, development and maintenance of stores.
    • Maintenance of stock ledger bin cards and other account etc.
    • Procurement and issue of :
      • Appliances, spare parts etc.
      • Furniture, stationery, typewriters, duplicators and office equipment etc.
      • Mechanical, electrical items/equipment etc.
      • Uniforms.
      • Maintenance of petrol pumps and supply of POL.
      • Repairing servicing condemnation and disposal of typewriter duplicator equipment’s, appliances and other items of store.

    Education

    • DMC West is running 116 institutions as under:

      • Teachers training institute: 01
    • Total number of teaching and non-teaching staff at DMC West is 1211.
    • Total numbers of students enrolled are 25603.
    • Number of buildings owned by DMC West is 52.
    • Number of buildings rented by DMC West is 05.
    • Education department is resposible for the management and maintenance of:
      • Primary Schools.
      • Masjid maktabs.
      • Schools clubs.
      • Adult Education.
      • Schools readiness program.

      • Collection of fees
      • Scholarship and free text books to the deserving students.

    Library

    DMC West is running 6 libraries and reading rooms having 8,000 books on various topics. Total number of readers is approximately 434.

    • Planning, development and maintenance of District Libraries, Reading rooms and small auditoriums.
    • Purchase of books and periodicals.

    Public Relation & Information

    • Dissemination of information on all matters concerning DMC includes various civic services, projects and significant events through press and other publicity media.
    • Publication of Akhbar-e-baldia.
    • Purchase and supply of newspapers.
    • Organize campaigns on all matters concerning DMC including public health, education, preventive mass immunization, Haj education etc.
    • Advertisements and payments of charges thereof.
    • Daily screening of newspapers and issue of clarification.
      • Celebration of religious and national days.
      • Organization of important functions.
      • Reception of various delegates and dignitaries etc.
